For all you sweet tooths out there, you’ll be pleased to know that Raleigh has a serious weakness for warm, gooey, freshly baked cookies. We have many local, small-batch bakers who have perfected the art of the cookie, where you can get an indulgent sweet treat for every kind of craving.

We asked our community of Raleigh locals where they go to get the best cookies in Raleigh, and the answers came thick and fast. Below are the locals’ recommendations for chunky chocolate chips, inventive flavors, soft centers and gooey textures, crisp edges, and a few with a cult following. These are the cookie spots that the locals keep coming back to.
The Cookie People

Another local, independent baker making homemade cookies from scratch is The Cookie People, who have two locations in Raleigh, in the Mission Valley Shopping Center off Avent Ferry Rd, and also at the State Farmer’s Market. They have been operating for over 18 years and offer 12+ flavors using their own dough and family recipes. No additives or preservatives, using fresh local ingredients, and make them fresh each day.


Popular cookies: Chocolate chip (classic), Ghiradelli chocolate (dense like a brownie) and their butterscotch caramel (heath brickle bits/caramel chunks and butterscotch chips). Also, their family recipe of molasses crinkles (molasses, brown sugar, ginger, cinnamon, and cloves). Also new to the menu is Butterscotch for those who want something like what their Grandma used to make.
They have dedicated themselves to their craft, and with every bite, you can taste the passion they pour into each cookie. The Cookie People offer large, soft, and chewy cookies that are high in quality and taste. Once you have had one of their cookies, you won’t buy store-bought again!
Lil Reggie Cookies

One of our most recommended bakers by our Raleigh community was Lil Reggie Cookies, which isn’t just a cookie shop; it’s a passion helmed by one inspiring man. Reggie is a local baker who began baking as a young teen after spending time helping to feed the homeless. Today, Lil Reggie Cookies is still working to help with homelessness, as Reggie donates a percentage of proceeds to feeding, sheltering, and clothing the homeless community. Every bite is a bite to help a good cause (we love that).


Lil Reggie Cookies has a rotating menu of creative cookies, made with Reggie’s own recipes, and every bite is a delicious, chewy taste of heaven. The Raleigh locals have spoken; many of them have said they are the best cookies they’ve ever had. No artificial flavorings or additives, just great flavors and perfect textures. You can expect unique flavors like Biscoff, Strawberry Shortcake, Cinnamon Bun, and classic flavors like Chocolate Chip. He also has weekly specials and deals.
Reggie can be found at pop-up events, particularly at the Raleigh Market, as well as ordered online and picked up from its commercial kitchen. A brick-and-mortar shop will be opening in Clayton soon, so stay tuned.
Dulcinea Bakery

If you’re looking beyond the usual American-style chocolate-chip cookie that dunks perfectly in a glass of milk, then Dulcinea Bakery offers something a bit different. They make traditional Mexican cookies, pastries, breads, and desserts, and cookie fans have raved about them for their flavors, wide selection of options, and freshness.


The cookie lineup consists of ojo, piedra, besos (Mexican butter cookies), puerquitos, macarons, conchas, Neapolitan shortbread, coconut cookies, and sugar-coated meringue cookies. While the flavor profile isn’t your typical cookie, the texture is exactly what you would expect: soft and gooey, and light enough that you could devour two without feeling guilty.
They bake their cookies using traditional recipes, and everything is fresh daily, so if it’s homemade, old-school panadería character you’re after, this is it.
Groovy Duck

For a cookie with some serious heft, Groovy Duck Bakery in Northwest Raleigh is famous for its signature “chunky” cookies, which are exactly what they say on the packet. These are big, substantial cookies with crisp edges and soft, gooey centers, with filling oozing out of them when you break them in half.


The bakery makes their cookies fresh each morning, using time-tested recipes, and offers a rotating variety of flavors. Some classics stay on the menu, such as snickerdoodle or classic chocolate chip, and there are often seasonal offerings. Some of their indulgent flavors are Nutella, Black Cocoa Oreo, and Biscoff. These are popular cookies and often sell out each day, so to avoid disappointment, order ahead via their website.
Captain Cookie and the Milk Man

With two locations in the Raleigh area including Transfer Co. Food Hall and North Hills, Captain Cookie & the Milk Man is famous for its freshly baked goods and ice cream sandwiches. The cookies are made fresh every day using their secret recipe, and like Insomnia Cookies, you can also choose to have your cookies served in an ice cream sandwich.


Captain Cookie’s makes cookies that are crisp around the edge, soft in the center, and flavored to perfection. They have a small selection of classic flavors, from Chocolate Chip to Snickerdoodle to Oatmeal Raisin, and also have a vegan option and a weekly special. If you are a huge cookie fan, you can also sign up for a monthly subscription where each month you are sent a dozen cookies featuring the “Cookie of the Month” flavor, as well as coupons, recipes, and merchandise.
The chocolate chip is the signature, and it’s said the founder, Kirk Francis, spent more than three decades tinkering with the recipe, so there’s good reason for it being the house favorite. For homemade quality that tastes fresh every time, this is the place to go.
Little Blue Bakehouse

Little Blue Bakehouse is one of our favorite bakeries in Raleigh because it’s slightly different from most cookie shops in Raleigh: it’s a mini dessert food hall, bringing together several local bakers under one roof. That means the cookie selection changes, as do the bakers, so you never know what you will find there!
It all began with Allison Vick, a local pastry chef known for her macarons (and founder of Little Blue Macaron), who opened the Little Blue Bakery and shares her space with four other bakers: The Blue Ox Bakery, Yellow Garden Bake Shop, Black Sheep Bakery, and Sweet Nothings.


We were recommended Little Blue Bakehouse by our Raleigh community, so we’re not sure which particular baker the locals rave about, but no doubt those cookie fanatics will let their noses guide them to the right ones! Although if you are gluten-free like me, then you’ll want to try the cookies from Sweet Nothings, which makes gluten-free, scratch-made baked goods.
La Farm Bakery

For a cookie stop with a European vibe, La Farm Bakery has a classic “French bakery” vibe and is known for its high-quality pastries. It was founded in Cary in 1999 by master baker Lionel Vatinet and his wife, Missy, and he makes traditional baked goods using techniques he learned in France’s prestigious Les Compagnons du Devoir.


The bakery has now expanded into Raleigh, with a store on Glenwood Ave, and is still famous for its breads and pastries, but the cookies are becoming a quieter part of La Farm’s beloved crowd favorites. For chocolate lovers, try the Chocolate Crinkle Cookies, which are made with decadent double chocolate, Dutch cocoa, and dusted with powdered sugar, or for those who want to keep it simple, there’s a classic Chocolate Chip Cookie made with European butter.
The Market Bakery

Lastly, another option inside the NC State Farmers Market is The Market Bakery, which offers an all-American, old-fashioned bakery haul of cookies. The shop has been operating in the market since the early 90s and has been widely praised in the local community for offering fresh cookies with homemade character.


Most locals will know them for their enormous cinnamon rolls, but our Raleigh community members recommended them for their cookies. Of the flavor options, there are classic Chocolate Chip, M&S, Sugar, Snickerdoodle, PB No Bake, Rice Crispy, and Coconut Macaroons. You can also order online to pick up at the market.
Insomnia Cookies

Don’t sleep on Insomnia Cookies if you want an Instagram-worthy cookie! This bakery serves warm, soft, and gooey cookies that are described as “classic all-American.” You can find classic flavors such as Choc Chunk and Candy Chunk, as well as deluxe flavors that rotate seasonally.
What makes Insomnia Cookies unique is that they have a baked-on-demand service and even promise to deliver to you and your friends crazy late. Insomnia Cookies have become known for delivering cookies hot and fresh, but if you don’t want to wait for the delivery driver, you can visit them at their store on Hillsborough Street.


On a warm day, you can satisfy your sweet craving with a super indulgent “wich”, which is ice cream served between two cookies like a sandwich. Crowd favorites include Chocolate Chunk, Salted Caramel, Peanut Butter, Cookies & Cream, and Double Chocolate Chunk. They also have vegan and gluten-free cookies, and seasonal offerings such as Pumpkin Chunk Cookies in the Fall. The cookies are generally thick and chewy rather than crisp, and served slightly warm. For that fresh out of the oven cookie, this is the place to go.
